Point him at RFC 2279 for the definition of UTF-8 and to RFC 2277 which
states that all Internet protocols must support UTF-8. These can be found,
among other places, at ftp://ftp.isi.edu/in-notes/rfc2279.txt and
ftp://ftp.isi.edu/in-notes/rfc2277.txt respectively. If he needs sample
source code, he's welcome to see my i18n tools found at my
