Exactly. Any competent implementation of the Unicode Collation Algorithm
or ISO/IEC 14651 will simply provide a switch to the user that allows
either option at their choice. Both options can be found in widespread
computational practice, and both options are desired by end users.

All this argumentation about what preferred English practice is, how
the table should be set up by default, and what rationale the standard
should provide for setting up the default table is just so much hot air,
as far as I am concerned.

Both orders are desired. Both orders will be supported by all competent
implementations.
