I predict Planes 1 and 2 will not satisfy our needs, and we will need a
Plane 3 for spillover. That's 262,144 characters. The 16 Planes give us
1,048,576 characters. Even _I_, devotee of Plane 1, can't think of where we
are going to need more characters than that.
If it turns out that we need them, we can amend the standard at that time.
