All GSM standards used to be freely available from http://www.etsi.org/
or http://www.gsm.org/
A chart of the 7-bit GSM SMS character set defined in GSM 03.38 in
section 6.2.1 is also on

Since there are far more GSM phones than PCs used on this planet, this
might very well be the most popular character encoding currently used.
Should certainly be added to the Unicode mapping tables.
