I don't see it.

The strangest thing is that it occurs in Netscape 4.7 and Explorer 5, with
different fonts and only with the 00F8 0361 combination (00F8 0360 and 00F7
0361 look fine).

The following sequence seems to come out nicely in Microsoft Explorer 5 [you
may actually want something that displays properly...] :

&#596;&#248;&#8203;&#865; // insert zero width space, does this make it a
triple inverted breve ?
or
&#x254;&#x00f8;&#x200b;&#x0361; // does the latest version of Netscape
support this convenient notation ?
