There is no specific collation for Farsi that is currently supported under
Windows that is separate from the various Arabic collations.

We work in Microsoft Word under Windows 2000 on Persian-Russian dictionaries
and need standard Persian sorting. This standard is described, for instance,
in (Editing Guide "Rahnema-ye Virayesh", Gholam Hoseyn Gholam Hoseyn Zadeh,
Tehran, 2000 (1379), pp.106-107).
For experimentation we made a list of 4 Persian words:
vAzhe "word"
kArgar "worker"
yAd "memory"
hich "never"
A zipped doc-file with that list is included in this message.

The correct result of their sorting should be:
kArgar
vAzhe
hich
yAd

Setting the option of sorting order to "Farsi" we tried :
1) Word 2000 and Word XP under Windows 2000;
2) Word XP under Persian Windows 98 (made by Sina Software from Arabic
Windows 98).
The result of sorting is the same and it is incorrect:
hich
vAzhe
yAd
kArgar

We get the same result in Windows "Input locals" set to Farsi, English or
Russian.
Is such an ordering a feature of Windows or Office? May be don't know the
right trick?
How can we fix such a problem? It would be a pity to sort dictionaries in
other programs, because we'll lose all the formatting.
