Font handling is where cross-platform support begins to dissipate. The best
solution currently out there is ICU.

In addition to Unicode support and locale support, they provide a text
layout engine. This is a sophisticated piece of software that is needed
especially for Arabic/Indic support.

Since your questions are primarily focused on Windows, I will send you
something on truetype and open type.
