MSLU is not a self-registering component; it is a DLL that you would call
via the "Declare" syntax in VB. You would never need to download or use the
.LIB file, that is something for the people using C++ who want to use the
loader.

There is a VB.Net example there (fwiw). In prior versions you would have to
do the StrPtr() dance to call Unicode APIs.
