Unicode surrogates in browsers for the compelling demo

I have a candidate to go into the demo in Etruscan which requires
surrogates. I am not able to get a browser to properly display the
characters although I have a font (James Kass Code2001) and it displays
ok in Wordpad.
I am using Win2000.

Has anyone been able to create HTML pages that use surrogate characters
and get them to work with any of the browsers?
If so, I would like instructions or tips to making it happen.

I have followed the instructions at:

and changed my registry to allow surrogates. That didn't help.
(Although I wonder if those instructions, written for Windows NT, are
still correct for Win 2000, Win XP.)
