Rather I think it is because of people not accepting standards and using
glyphs directly to create pages which leads to the absence.

Arjun, you seem to have turned up quite late on the scene. That is why
people on this list have been patiently replying to your queries. However,
it seems you have not bothered to go through the pointers provided to online
and offline documents. You have thus not tried to understand the underlying
concepts of character encoding and glyphs.Which is why you have been
repeatedly pointing everybody to Shusha, which many people here have already
gone over.
I think if people could understand the basics, then you would naturally see
more pages encoded in Devanagari and there would not be any 'conspiracy'.
