I haven't read it yet but an article on internationalized domain names may
be of interest: "Plain base32 ASCII-compatible encoding and 8-bit
dual-mode transformation format of ISO 10646" by Pei-Chu Wu. It's in Computer
Standards & Interfaces v.23, no.5, November 2001, pages 457-466.
