Why not the ibm-1362_P100-1997 mapping in the IBM's ICU Charsets database?
It's defined as a DBCS mapping, with an additional alias "ibm-1362_VPUA"
and was generated from the RPTP library for IBM operating systems like
MVS or AiX.
As you see in this IBM name, it's based on a 1997 definition, and it is
available in both .ucm and .xml formats.
Look at ICU (it's open-sourced) on
http://oss.software.ibm.com/icu/
Then follow the links to the "Character Data" section.
