Possibly a capital Stigma (U+03DA), formed with a lunate sigma shape and
a Tau? Stigma was originally a cursive form of digamma, used as a
numeral, and later confused with a sigma/tau ligature. There is a
considerable amount of confusion out there regarding this character.
