John, as you well know, both UTC and WG2 have experts who do read the
relevant documents. There is a wide variety of expertise in both
committees. Some delegates have programming expertise. Some have
linguistic expertise.
Nothing is rubber-stamped. Sometimes proponants of a particular
position have to argue for YEARS before a needed change or addition
is approved.
