It has been proposed, along with other additional Cyrillic letters,
this year in the document
http://std.dkuug.dk/jtc1/sc2/wg2/docs/N2933.pdf
which presents examples of using Cyrillic el with hook in Chukchi, Itelmen
and Khanti orthographies, in somewhat varying forms, interpreted as glyph
variation in the proposal.
