    Sure, but AFAIK there are no "Ij" in Dutch: the capitalized version of,
    say "ijssel" is "IJssel".

    Apparently the very rare case of regular "i" followed by regular "j" in
    Dutch (in "bijectie" and…?) never happends at the beggining of a word.
