I wouldn't preallocate more space for the Phaistos Disc characters.
We may never ever find any more. The proposal to encode what we do
have is a response to the growing amount of literature published
about the Disc and its characters, which literature uses those
characters as characters in discussion of them on their own, in
comparison with other scripts, in charts and in discussions
statistics, and so on.
