Since, you use the word "tags", may be you refer to IETF RFC 4646
(http://www.ietf.org/rfc/rfc4646.txt)? If so, the tags are indeed
registered at IANA
(http://www.iana.org/assignments/language-subtag-registry) but they
are typically copied from various ISO-639-* standards, (see
http://en.wikipedia.org/wiki/ISO_639).
