    de,at as such doesn't make sense, because at isn't a language
    subtag (see http://www.iana.org/assignments/language-subtag-registry;
    caution: long file). What was meant must be either de-at
    (German, as used in Austria), or de, de-at (German as well
    as German as used in Austria) or something similar.
