Rick just pointed out that this discussion just came out-of-the-blue,
and that I hadn't posted any background information about it. (Sorry!)
What's happening is, the CSS Working Group at the W3C [1]
is preparing to publish a new draft of CSS3 Text [2], a chapter of
the CSS Level 3 specification that deals with many internationalization-
sensitive issues, including line breaking. It's been suggested that the
CSS3 spec normatively reference UAX14, but there have historically been
many problems with UAX14 that prevent this. This thread starts with
