I now understand that this is an issue with rendering engine and it looks like this problem (relating to Tamil) is fixed.
(Next I'll be checking the display of Auai (ஔை / ஔஐ) in this light.)
Any lessons to learn from this need to be clearly written such as in a FAQ.

As I said, it’s more likely a Uniscribe problem than a Unicode problem. To illustrate, I captured a screenshot of that page in Windows XP and again in Windows Vista.

Clearly, whatever bug (or, as I said, “not implemented” feature) existed in Windows XP has been fixed in Vista.
