The Unicode Consortium has recently strengthened the Unicode Character
Encoding Stability Policy in accordance with the recommendations of the
Unicode Technical Committee, adding the following new stability constaints:
* Strong normalization stability
* Case Pair stability
* Immutability of the General_Category property values Control
(Cc), Private_Use (Co), and Surrogate (Cs)
In addition, the text of the Property Value stability constraints has been
edited for clarity, adding the formal property names and property value
names.
