The Unicode Technical Committee has posted a new issue for public
review and comment. Details are on the following web page:

Briefly, the new issue is:

Issue #124: Proposed Update UTR #23: The Unicode Character Property Model

This proposed update has a new note about constraints on new property
additions. Titles of some references have been updated, along with other
minor editing.
