Thanks. But I think that http://www.w3.org/TR/html401/charset.html#entities
is, if not truly ambiguous, badly written. 5.3 deprecates but
allows the use of SGML character references in HTML, thereby
allowing numeric character references without the final semi-colon,
but 5.3.1 goes on to define numeric character references in such a way
as to require the final semi-colon. It is less than obvious that 5.3.1
is intended to define only "true HTML" numeric character
references and to be inapplicable to the SGML character references that
are also permitted.
