You don't give us the Unicode code points. Let's assume
you mean U+0647 and U+06C1, mkay?
Any textbook on Urdu will show you the Urdu letter "he",

Typographically, U+06C1 is just a handwritten form of Arabic "ha";
similar to U+06D2, a handwritten form of Arabic "ya".
