    You don't give us the Unicode code points. Let's assume
    you mean U+0647 and U+06C1, mkay?

    Any textbook on Urdu will show you the Urdu letter "he",
    i.e. U+06C1. See
     http://freenet-homepage.de/prilop/transliteration.html#refs

    Online resources are
     http://dsal.uchicago.edu/digbooks/dig_toc.html?BOOKID=PK1983.N2_1999_V1
    and those mentioned at the bottom of
     http://freenet-homepage.de/prilop/urdu-alphabet.html

    Typographically, U+06C1 is just a handwritten form of Arabic "ha";
    similar to U+06D2, a handwritten form of Arabic "ya".

    As an example, Times New Roman of Windows XP is correct for U+06C1.

    BTW:
    The Unicode name "heh goal" is a grotesque misspelling like
    so many names in the Unicode standard. It should be "gol he".
    Yes -- I know names cannot be changed.
