The rule against name changes has not always existed. Many character
names were changed between Unicode 1.0 and 1.1. For example, U+00C0
LATIN CAPITAL LETTER A WITH GRAVE was called LATIN CAPITAL LETTER A
GRAVE in Unicode 1.0. The rule was presumably introduced when it was
discovered how disruptive name changes such as these had been to
existing applications.
