Encoding pictographic symbols into Unicode is not an exact science. Typically they get added through some major repertoire pushes (the last ones were the Emoji set and the Wingings/Webdings). Quite a few more pictographs got added by similarity.
It takes some use evidence in running text to make a case for more of those. Then you need to create a proposal document with these evidence, a font containing this/these characters and convince the UTC/WG2 crowd that it is a worthwhile addition. For being the culprit behind many 100s of these additions, I can say it is a tough crowd and it takes some effort.
