Update on flag tags (PRI #299)?

The recently posted minutes from UTC #144
<http://www.unicode.org/L2/L2015/15187.htm> include the following:

and:

This sounds like the entire flag-tag proposal described by PRI #299 has
been put on indefinite hold. Is that accurate?
