Resolution:	The UAX will be updated with final content and published as part of Unicode 10.0

Description of Issue:

This Unicode Standard Annex will be updated for Unicode 10.0. The document has been updated with a discussion of immutable properties. In addition, the description of the Name property value has been updated. A new section discussing property APIs has been added, and a change was made for the use of the Ideographic property in the definition of Ideographic Description Sequences. The document has also been updated for the inclusion of the Vertical_Orientation property into the UCD, as well as the addition of a new data file, DerivedName.txt. Added a new Section 2.1.3 describing properties dependent on external specifications.
