Description of Issue:
A Proposed Update of UAX #29, Unicode Text Segmentation for the Unicode 10.0 release is now available for public review and comment. In the Conformance section, the recommendation to use tailorings for improved segmentation behavior of emoji zwj sequences has been strengthened. Also, the definition of the Word_Break property value ALetter has been updated to include a set of phonetic modifiers, which have the General_Category property value Modifier_Symbol. This change is to prevent word boundaries between the reclassified characters and other alphabetic letters.
