Description of Issue:
A Proposed Update of UAX #14, Unicode Line Breaking Algorithm for the
Unicode 11.0 release is now available for public review and comment.
Rule LB8a has been updated to handle the same set of pictographic symbols in the line breaking of emoji zwj sequences as is used in text segmentation. The modified rule uses the UTS #51 character property Extended_Pictographic for better forward compatibility, in a manner similar to text segmentation, CLDR, and ICU.
