Resolution:	Emoji 12.0 will be updated with final content and published as part of Unicode 12.0.

Description of Issue:

Unicode Emoji 12.0 beta is now available for developers, with 236 Draft Emoji Candidates, consisting of 61 characters plus 175 sequences. These are slated for release in 2019Q1 together with Unicode Version 12.0. Areas of emphasis include accessibility (50 of the candidates), skin tones for multi-person emoji (105 of the candidates), and completion of 9-color sets for squares, circles, and hearts.

The beta includes:

• A Proposed Update of UTS #51, Unicode Emoji, which clarifies several definitions and improves consistency of terminology; it also more fully describes mechanisms for support of skin tone with multi-person emoji. See PRI #380.
• The draft 12.0β Emoji Data, which lists the exact emoji characters and sequences in the beta, plus their properties. Those properties allow implementations to correctly handle the new characters. 12.0β adds a new property, Basic_Emoji.
• The draft 12.0β Emoji Charts, which show new candidates in context with emoji from version 11.0 and before.
