Description of Issue:

This Unicode Technical Standard will be updated. The proposed update is now available for general public review and comment. Corrected the guidance for case-insensitive identifier comparison for consistency with canonical equivalence, in accordance with recommendations given in The Unicode Standard since Version 6.0.
