Description of Issue:

This Unicode Technical Standard will be updated for Unicode 17.0. An initial version of the proposed update is now available for general public review and comment.

In this version, the conformance test documentation is moved from CollationTest.html in the UCA data folder to the new UTS #10 Section 12.2, Conformance Tests.
