CANADA disapproves the WD in its current form.
We can approve the document subject to the furnishing of alphabetically sorted names in Annex E and if the following concerns are properly addressed:
A. SIGNIFICANT:
1. Two radicals have been incorrectly identified:
2ED6 in Table 244 corresponds to 2FA9 (as a radical) in Table 243
2ECF in Table 244 corresponds to 2FA2 (as a radical) in Table 243
*not* the other way around as their translated names suggest. This should
be corrected.
2. Two radicals, 2ECF and 2ED5 in Table 244, are both named "CJK RADICAL MOUND". This should be corrected. But note above comment on identity.
3. Two Kangxi radicals are duplicated in the CJK radical supplement without any apparent reason. They are:
Kangxi radical 2F46 (NOT) and CJK radical 2E9A (SIMPLIFIED NONE),
Kangxi radical 2FC1 (GHOST) and CJK radical 2EE4 (GHOST).
Unlike other duplicated radicals, the two radicals duplicated in Table 244 seem to have the *same abstract forms* as their counterparts in Tables 242 and 243. Either higher quality pictures should be provided to show that they have different abstract forms, or the duplication needs to be removed (or justified, for example, under the source separate rule).
B. EDITORIAL:
1. There seems to be a formating problem with "G=00" and "P=00" on page 7.
2. Certain CJK radicals have their corresponding Kangxi radicals. It is desirable that there are some consistencies in the tanslated names. The following are some examples:
2FA2 and 2ED6: they should either both be "CITY" or both be "VILLAGE"
as in "KANGXI RADICAL CITY"
and "CJK RADICAL CITY", or "KANGXI RADICAL VILLAGE" and "CJK RADICAL
VILLAGE" (but also
note the identity error commented on above), not as in "KANGXI
RADICAL CITY" and "CJK RADICAL
VILLAGE";
2FB4 and 2EDA: they should either both be "LEAVE" or both be "PAGE";
2F59 and 2EA6: they should either both be "HALF TREE" or both
be "HALF TREE TRUNK"
3. The translated names should be confirmed with the linguist
experts in each CJKV country if this has not been done.
Some of the translated names do not seem to come from either the radical's
own meaning or the commonality of the character group it classifies. For
example, the Kangxi radical 2F33 could be better translated as "LITTLE"
either based on its own definition or the meanings of characters arranged
under this radical in the Kangxi Dictionary. It is certainly different
from 2F77 (SILK) and 2EB0 (C-SIMPLIFIED SILK), which both find their origin
in the character U+7D72, meaning thread or silk according to the Kangxi
Dictionary. (BTW, if it's not for 2F33, a more appropriate translation
for 2F77 and 2EB0 is perhaps "THREAD"!).
Similarly, 2F34 seems to be closer to "VAST", "BROAD" than to a "cliff
with a dot" (DOTTED CLIFF).
UK COMMENTS ACCOMPANYING VOTE OF APPROVAL ON ISO/IEC 10646-1/PDAM15, UCS. KANG XI RADICALS AND CJK
The UK approves the PDAM in SC2 N 3213 with the following comment.
Editorial comment:
Pages 3 to 8: The footing lines beneath the code tables and name
tables should be arranged with a consistent layout, font, and weight, as
in the tables of 10646 First Edition.
U.S. Comments supporting the Approval vote for the Consideration Ballot on SC 2 N 3213, ISO/IEC WD 10646-1/Amd. 15
Comments:
1. The US notes that in the original submission the name of character 2FA3 should have been "KANGXI RADICAL WINE". The US regrets this error.
2. The US recommends that Radicals in the published standard be shown in a font that is visually distinct from the font in which the ideographs are shown.
3. The US requests that a section to be added to Annex T to explain that the characters of the CJK radicals supplement are explicitly excepted from the Han unification rules. This is the result of the intent of the characters in the CJK radical supplement to stand for exact glyphic forms of radicals that occur in East Asian dictionaries as aids for visual search for characters.
