I am looking for SGML entity names for lating characters used to
transliterate semitic languages. Among those characters are:

Latin Letter D with Dot Below (1e0c, 1e0d)
Latin Letter Reversed E (018e,01dd)

Latin Letter C with Caron and Dot Below (not a single character in
                              ISO 10646)
Latin Letter D with Bridge Below (not a single character in
                              ISO 10646, Comb. Bridge Below is 032f)

Are there entity sets out there which can be used for the characters
described above?

What philosophy should be applied to the non-ISO 10646 characters?
