Crude but simple and works for plain text files and HTML:
- Drag your original file onto an Internet Explorer 5 window
- Tweak View.Encoding until you can read the document
- Choose File.SaveAs and the target encoding you desire
Note that Internet Explorer will place named entities or numeric character
references like 〹 into the target document for characters without a
code point in the target encoding. Which is legal in HTML but not
necessarily legal for your text file.
