I just tried it on my NT box with Mozilla, and it appears to find a
glyph for that character in the Math1 font, which I downloaded as part
of the MathReader program. The glyph does indeed look like a list
bullet.
My guess is that the user is using WinIE, which will send HTML form data
with NCRs (numeric character references) like  for characters
that are not in the form's charset.
I don't know how the user entered that character into the form though.
