i find brendan's response sufficiently newsworthy to forward it here...
at least, lmbcs makes it possible to not lose data, even if the app cannot use it.

Actually, the group 0x14 characters which includes Unicode, can only be
realistically used when the application understands what the characters
are. In 1-2-3, they would display as blobs, but there would be no loss of
data.
