Even when <meta http-equiv="content-type" content="text/html; charset=utf-8">
and the rest are present, I've noticed that including the line:
<meta http-equiv="content-language" content="en">
in an HTML document actually *stops* some versions of Netscape recognising UTF-8 or
&#nnnn; encoded characters.
Commenting out the line seems to fix the problem.
