There is some online information about Input Method Editors (IME) at:
http://msdn.microsoft.com/library/default.asp?URL=/library/books/devintl
/s24b6_d.htm
In your E-mail you stated that you are using the Windows Platform. If
you are using Windows 2000, it already comes with IMEs for Japanese,
Chinese and Korean.
If you need this to run on a non-East Asian Windows 9x system then you
might look at Active Input Method Manager. You can find out more at
http://msdn.microsoft.com/workshop/misc/AIMM/AIMM.asp
Also, you can find a lot of good information on Globalization at
http://www.microsoft.com/globaldev
Good luck, and let the good Dr. know if you need any other help.
