Encoding a complex language is a complex and not widely studied process. It

process well enough to make proposals, or even understand if what's there is

In practice, Michael Everson and several other people have been very diligent
about getting these minor languages encoded. Klingon supporters is just a red
herring here; there is no one in the world using the Klingon script to send
