Peter, there seems to be a difference between the <deva> and <dev2> rendering of the string

    2008 अन्तरराष्ट्रीय मनोवैज्ञानिकी विचार विनिमय सम्मेलनमें आप का स्‍वागत है

I've tested this with two different versions of Mangal, and the only circumstance in which
the conjunct in question renders correctly is with the <dev2> shaping with the Office 2007
/ Vista version of Uniscribe. In other circumstances, i.e. where the <deva> script tag is
applied, the rendering shows the full ra form with explicit halant. This seems to be a
    font bug.

This word स्‍वागत? Really? In what font?

We say our understanding measures how things are,
and likewise our perception, since that is how we
find our way around, but in fact these do not measure.
