And just modifyng your proposal to change its address from U+E02xx to U+E2xx
(within PUAs of the BMP) will be enough to make interoperable last-resort
fonts (with the addition of an internal font flag carring the PUA convention
recognizable by renderers, that already have to manage lists of available
fonts for fallbacks, it's just another final list for last-resort, where
glyphs will be selected using internal code point remappings):
* No policy change is needed in Unicode
* No change needed in applications: they already have to know whever they
accept PUAs or not
* No new security risk
