With (H1,H2,VS1,L3), you'd only reach U+4010FFFF.
To reach U+7FFFFFFF, you'd need either an additional low surrogate
(H1,H2,VS1,L3,L4)
or two VS (H1,H2,VS1,L3) and (H1,H2,VS2,L3).
