Persian counter styles

there are two fixed counter styles for Persian which use the sequence

U+0647 ARABIC LETTER HEH
U+200D ZERO WIDTH JOINER

i was wondering whether this is right, or whether that item should
actually be

U+06BE ARABIC LETTER HEH DOACHASHMEE

does anyone know?
