I think we need to distinguish here between two possible meanings of
"superset": (i) superset of characters included in the repertoire and (ii)
superset of coded characters.

CP 1252 is a superset of ISO 8859-1 (Latin 1) using both meanings. I imagine
that Lori is saying that the amended CP 1252 will be a superset of the proposed
ISO 8859-0 using the first meaning only.
