Even that Danish rule will be very difficult to apply, for example,
Taal Vulcano on Luzon, Philippines is two a's: Ta-al. I guess very
few Danish people will know that fact, and will look at the wrong
place in the index of their atlasses... and probably still find it.

Sometimes it works to solve things in a pragmatic way...

Well, the aa is sorted as an å also in foreign words and names
according to official Danish sorting rules as prescribed by the
"Retskrivningsordbogen" approved by Danish parliament, when
the "aa" denotes one sound, such as in the german city Aachen or
the Dutch word kraal. If the two a's denothes two sounds, they
should be sorted as two a's. For examle the word ekstraabonnement
(extra subscribtion) - a number of combined words go like this,
and it is recommended that a soft hyphen SHY then is introduced
between the two a's.
