well, shame on us, we don't have a submission form for locale data...
for the submission itself, i suggest just emailing to icu4c@us.ibm.com .
that lands in the mailbox of someone across the hall from me.
one thing you can do for the format is to look at our resource files. the
sources are in most (not all) of the .txt files in
http://oss.software.ibm.com/developerworks/opensource/cvs/icu/data/ .
there, you will find all the files that define our locales (except the ones
that are drafts - the ones the locale explorer shows in italics). together
with the explanations in the locale explorer, you should get a good idea of
how most of it works.
also, you could give us what you have, and we can try to figure it out.

I took a look. It is really nice. But I could not any form etc for
submitting a new locale. What are the guidelines? What is the format for
submitting the locale?
