Should I submit e with circumflex and macron/caron?

Hi all,

While putting together some macros for typing Pinyin, I noticed that Unicode
3.1 doesn't seem to have four characters occasionally used in Pinyin:
large/small e with circumflex and macron, and large/small e with circumflex
and caron. See page 115 of the Oxford University Press Concise
English-Chinese Chinese- English Dictionary, 2e, for examples. I know
nothing of the Unicode standards process beyond what I've just read on the
web site, but Unicode does have the rest of the Pinyin vowel+diacriticals,
including the equally occasional e's with circumflex and acute or grave, and
the absence of the above four is a letdown. Is this something that an
amateur might reasonably write up and get into the pipeline, or is there an
expert to whose attention I ought to bring this, or what?
